Eckerd Connects provides Workforce Innovation and Opportunity Act (WIOA) services through contracts with the U.S. Department of Labor and local workforce boards, partnerships, and strategies to provide and create a career pathway for youth, adults, and dislocated workers. Training services include occupational skills training, customized training, on-the-job training, incumbent worker training, and transitional employment opportunities. We provide youth with development, academic instruction, career & technical education, and access to the 14 WIOA Youth Elements. We establish and develop relationships and networks with large and small employers and their intermediaries as well as develop, convene, or implement industry or sector partnerships.

Position Concept

The Area Manager is an experienced professional with experience in program operations and business development. This position operates programs with multiple customers. The tasks are highly complex and require negotiation and communication skills, organizational abilities, advocacy skills, and overall business acumen.


Essential Functions

  • Ensure that all programs are on track to meet or exceed contractual performance goals within the guidelines of the operating budget and program deliverables.
  • Interpret federal legislation, state guidance, and communiques for appropriate implementation to ensure quality services.
  • Establish policies and procedures for program services, safety and crisis response management.
  • Assist with negotiating contracts.
  • Assist with the development of the program budgets and manage programs within budget.
  • Staff Training & Development in compliance with Eckerd's policies and contract requirements.
  • Supervises management and front line staff to build community partnerships.
  • Ensures that staff are deployed appropriately, and that staffing ratios are in compliance with service plan.
  • Conduct business development activities and assist in responding to RFP's, grant opportunities, in an effort to grow business in the Region.
  • Community outreach service agencies to assist where necessary to fulfill delivery of contract compliance.
  • Assist in establishing linkages with other community service related agencies.


Position Specifications

Education: Bachelor's Degree (social services, counseling, business), from an accredited College or University.
Experience: 3+ years relevant work experience. Past experience working with the targeted population.
Skills: Experience with at-risk youth, adults, and/or dislocated workers, particularly in workforce, employment and training. Demonstrated proficient in using Microsoft Office applications, database tracking systems. Facilitate travel through the assigned area. Ability to maintain a leadership role with excellent verbal and written communication skills.
Physical/Mental Demands: The environment is an open office/classroom type facility that is reasonably clean and comfortable. The incumbent is in a non-confined setting in which he/she is free to move about. Regional travel approx. 50% of the time. In the course of performing this position the incumbent spends time writing, typing, speaking, listening, lifting (up to 20 pounds), carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.
Other: Must have appropriate and valid state driver's license and be able to meet requirements for Eckerd's Auto Insurance and be able to drive for business purposes. Must meet state criminal background check requirements.
