The Role

Is responsible for maintaining procedures for current bidding projects under several different project delivery methods. Directs and supervises activities related to pre-construction, including conceptual estimates, bid estimates, sub-contractor qualification and other proposal deliverables.

Extensive knowledge of industry practices, processes, design, finance, health and safety, and management. Performs functions for the day-to-day management of the pre-construction process on behalf of Centennial, and the client. Working with business unit leaders, project managers, and estimators as required to support pre-construction services across multiple projects. Directs and supervises activities related to pre-construction, including conceptual estimates, bid estimates, sub-contractor qualification and other proposal deliverables.

Qualifications:

  • 7+ years' experience in the construction industry with a commercial or industrial general contractor

  • Extensive experience with competitive bid/fixed price estimates.

  • Proficient in producing detailed fixed price estimates, has the ability to use RS Means or other published unit price books to produce detailed line-item estimates is desired but not required.

  • Experience conducting market research and developing new business strategies and pursuits that align with Centennial's core values.

  • Strong knowledge of construction means and methods

  • Must demonstrate a strong ability to:

    • Adapt to the constantly evolving world of technology, bid solicitations, design, means and methods, systems may include but not limited to: BuildingConnected, Microsoft Office suite, ProCore, Adobe, and BlueBeam

  • Bachelor's degree in Construction Management, Engineering, or related field highly desired

Responsibilities:

  • Preconstruction Manager: Acts as pre-construction liaison for the operations team during the pre-construction and construction phase; Ensures timely completion of project deliverables; Coordinates and supervises employees and consultants; Builds effective relationships and communication with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values. Oversees functions of preconstruction staff in interpreting project documents to prepare clear, complete and competitive estimates, and bid packages; Conducts pre-bid site visits to determine constructability, availability of subcontractors, required permits, and all items necessary to provide a complete bid in response to a RFP; Informs preconstruction staff of project requirements and owner directives, and develops plan to meet stated goals; Networking and expanding the local footprint by bringing in potential future clients/partners that are a good fit; Has keen attention to detail with the ability to recognize discrepancies and experience with subcontractor bid leveling; Thorough understanding of principles, methods, and techniques of Engineering and Construction; Extensive knowledge of industry practices, processes, design, finance, health and safety, and management; Assists in setting preliminary goals, SOW, project intent, budget, schedule, team roles; Selects design team and necessary consultants as appropriate for the project; Prepares and ensures execution of teaming agreement(s) with the design team; Participates in scope summary review and preparation for business unit leaders; Analyzes bids received and conducts post-bid interviews in conjunction with operations personnel; Conduct meeting(s) with owners/agencies for project kick-off and other interaction during the design phase; Conducts or oversees weekly design coordination meetings with design team and construction team; Produces meeting minutes for all meetings and formal communications; Reviews and ensures progress design drawings for compliance with RFP and proposal budgets; Constructability review in coordination with construction team; Ensures timely and quality design submissions and reviews; Working with business unit leaders, project managers, and estimators as required to support pre-construction services across multiple projects; Stays involved during construction as design liaison where necessary.

  • Estimating: Develop detailed estimates in different construction delivery methods based on requests for Proposals, Statement of Work, technical specifications and drawings or sketches; Cost control in coordination with estimator(s), project managers, and trade partners. Occasionally prepares line item estimate through RS Means or Gordian. Maintain and track subcontractor bid list and continue to bring new suppliers/vendors aboard. Help proposal development team as needed to help draft technical written narratives and proposals. Be able to read and understand RFPs and bid documents, being able to develop scope and quantity takeoffs for projects.

  • Business Development: Engage in the architecture, engineering, and construction (AEC) community by attending any associated events by these organizations. Engage in Subcontractor community, host, and/or attend events to better subcontractor outreach. Engage and participate in events to help grow current client base in the DFW Area.

  • Subcontractor Management: Participates in identifying qualified subcontractors and establishing and maintaining bid solicitation lists; Develops a competitive bid strategy for subcontracts with consideration for schedule and cost; Ensure a seamless hand-off of the construction documents to the field.

  • Scheduling: Develops conceptual schedule and ensures appropriate bid/sub coverage is obtained.

  • Safety: Ensures compliance with Centennial's Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.)

  • Performance of the required job duties will be in an office environment along with visits to sites that are under construction which may include various weather conditions.

    • The ability to walk terrain and surfaces that may be far, uneven, or temporary.

    • The ability to regularly sit, stand, walk, talk and hear.

    • The ability to frequently use hands to finger, handle or feel.

    • The ability to occasionally climb, balance, stoop, kneel, squat, or reach.

    • The ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

    • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
