A Sr. Civil Investigator performs, but is not limited to the following duties:
  • Independently plans and conducts asset investigations to recover assets to satisfy debts imposed in cases handled by the USAOs.
  • Asset investigations for restitution include monies owed to the United States and private victims of crime. Private victims are considered to be individuals, corporations, or other non-government entities. Typical asset investigations are considered in conjunction with federal and/or state agencies both within and outside the USAOs geographic jurisdiction. These agencies include, without limitation,Provides management and oversight of professional investigations and collateral coverage to clarify and/or verify facts in Criminal/Civil/National Security/Investigations, or similar matters agencies which engage in the disbursement of direct loans, guaranteed loans, financial contracts, grant programs where financial responsibility is a factor, and general administrative debts such as fines, fees, overpayment, and penalties. The subjects of the investigations may be individuals or corporations.
  • Performs a variety of ancillary asset investigations-related services in direct support of financial litigation.
  • Travels in support of investigations
  • Provides reviews of analysis of information and makes intelligence assessments for cognizant investigators
  • Provides written reports/analysis of investigation/intelligence information
  • Must have excellent written and oral communication skills
A Sr. Civil Investigator must meet the minimum qualifications:
  • Bachelor's degree required. Master's preferred. Additional experience can be substituted for advanced degree requirements
  • Formalized training and certification within a specific expertise/investigative field
  • 10+ years experience in investigative methods to uncover criminal violations (Experience in the use od legal process , such as grand jury subpoenas and search warrants preferred.)
  • Demonstrated experience in managing complex Criminal/Civil/National Security/investigations
  • Experience managing within a specific investigative field
  • Significant experience testifying in court matters
  • Demonstrated liaison/coordination skills
  • Equivalent combination of relevant education and experience may be substituted as appropriate
This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation.
Agency Overview
The United States Attorney's Office for the Southern District of Texas has a Financial Litigation Unit (FLU) which is responsible for enforcing and collecting all debts owed to the United States in its respective district. The mission of the FLU is to maximize recovery of all debts in the most cost-effective manner and in accordance with the laws of the United States. Each FLU consists of a minimum of an attorney and paralegal. Many FLUs have multiple attorneys or paralegals, and most have collection agents. Debts due to the United States may be from cases referred from federal civil client agencies, judgments wherein federal agencies, private corporations and/or individuals are awarded restitution, fines, special assessments, penalties, and cost. The United States Attorney's Office for the Southern District of Texas is seeking one Asset Investigator for the FLU.
