This position resides within Risk Management Collections Policy. The Risk Policy Officer is a seasoned professional who applies in-depth disciplinary knowledge, contributing to the development of the Collections Risk policies and the improvement of the Collections loss mitigation process. Serves as subject matter expert for Collections Risk strategies. Evaluates moderately complex operational and technical issues and uses sensible judgement to make a proper decision and to take the appropriate action to solve it. Uses strong analytical skills to mine and manipulate data so it can be used in developing and implementing new risk strategies, champion/challenger tests, and enhancing the existing policies. This job requires in-depth understanding of how Collections Risk policies and strategies integrate with the Collections Operations as well as how it contributes to the risk management and the overall risk cycle. Strong leadership and project management skills are required to influence, lead, and challenge the delivery of the strategies, initiatives, and projects. Strong presentation and communication skills are required to deliver the message to the senior management and team members from different backgrounds. Responsibilities and projects are complex and require considerable independent judgment and initiative as well as data analysis and business problem solving skills.

Responsibilities:

  • Provide analytics at portfolio and segment levels for the purpose of monitoring, making policy adjustments and providing sound credit decisions with the ultimate goal of optimizing risk and rewards.
  • Lead development, testing, and optimization of Collections Risk policies/strategies/initiatives and ensure the consistency/compliance with the regulators and the bank's global and domestic policies.
  • Use SAS in UNIX environment as analytical tool to perform risk and financial analysis including profiling, sampling, reconciliation, quality testing, investigation, and risk ad-hoc analytics.
  • Develop recommendations to adjust Collections Risk policies by analyzing credit and financial performance utilizing statistical scoring, segmentation, regression, and simulation techniques.
  • Work together with the Risk MIS team, in charge of Credit Risk Reporting and Portfolio Quality Review Reporting, as well as facilitating ad-hoc reporting as needed.
  • Research the customer or management inquires using the risk systems and data sources to investigate, explain, or resolve any inquiries or requests.
  • Lead collections risk policy and strategy implementation efforts, and the improvement of the existing processes to manage the collections risk appetite within Citi's US Installment Loan and Credit Card domain.
  • Support the digital collections initiatives and projects.
  • Prepare Risk proposals/ analytical packages, and present/ communicate it to the Risk senior management.
  • Properly assess the risk and communicate the concerns when any risk, operational, or technical issue is found.
  • Interact with the risk/operations/legal/compliance/fair lending partners, and senior management to get the proper Risk approvals, complete the required documentation, and follow the Risk governance procedures to comply with Citi's policies and procedures.
  • Implement initiatives and ensure consistency and compliance with risk policies, liaise with cross functional business counterparts to develop and implement risk strategies correctly and ensure effective monitoring and QA mechanisms are in place.

Qualifications:

  • The ideal candidate will have 6+ years of experience in an analytics/decision sciences role.
  • Previous risk management or risk analytics experience is required preferably within a risk management organization in a major consumer card, financial services, retailing or consulting business.
  • Previous experience with digital capabilities, analytics, or strategies is preferable.
  • Strong communication and effective negotiation skills are required.
  • Excellent presentation skills are required with the ability to effectively present to senior management and audiences of various levels.
  • Demonstrated ability to synthesize, prioritize, and drive results with a sense of urgency.
  • Proven ability to remain organized in a fast-paced environment, managing multiple projects.
  • Ability to identify and influence key decision makers across various levels and functions within the organization.
  • Ability to work effectively in a rapidly changing environment and support business in a highly competitive and challenging market.
  • Ability to make decisions in high-risk scenarios, appropriately assessing situations based on available data, experience, intuition, and judgment.
  • Ability to work across various levels in risk management and with other operations, technical and business teams.

Education:

  • BA/BS degree in Quantitative Fields such as Economics, Statistics, Engineering, Operations Research, Business Finance, or Mathematics (Master's degree preferred).
